Should be a slam-dunk.
In case there's a hyperactive legalistic imagination on the review board, sticking 'folk instrument' somewhere should head off any litigation scenarios with the people you so nicely cite as collaborators.
A plausible (even as in Herbert Brün "Against Plausibility" plausible) breakdown of the two $500s in a budget is helpful, if not required.
Do you need to name the people you'll commission? I guess that's easier than describing a selecion process (though you do have selection criteria spelled out). You arene't looking for suggestions of names, are you?
Likewise plausible can be the list of venues -- but should include UCIMC, Lemp Social Arts Center, Carnegie Hall in Lewisburg (just joking, but there is one), Prop Thtr in Chicago ...
The CD with multi-udderbot pieces will probably be crucial (which piece was it where the audience cracked up?)
The BMI thing should be useful for something ...

I just followed the Hampton Roads link. I wish I'd known about that before! "Bottomless bottles" was a nice touch, and the photo is suitably surrealistic.
