Personality: Dust has an incredibly mischievous personality which tends to easily overcome him. He has little regard for the feelings of others, putting his own concerns above theirs. Mischief and curiosity naturally overcome his entire being, making him a slave to his own impulses. Personal space really has no place in his vocabulary, taking that into consideration…
Brutally honest without any knowledge of discretion, Dust takes no hesitation in saying whatever he wants to say or doing whatever he wants to do. Whenever something out of the norm or something sticking out catches his attention, he would instantly point it out and keep poking at it.
Despite all of this, that doesn’t mean he can’t be pleasant or charming whenever he wants to. In fact, whenever he is amused enough, he would act the role of a “gentleman”, having fun with acting and playing. Dust Specter is a man ruled by impulse and the desire for entertainment.
Backstory: Not too recently, especially around the Kanto region, interesting rumors have been spreading. Exactly at 3 AM on every Mondays, when one tunes into a random frequency, they will be able to hear the people who have passed away from their lives. Rumors such as these were naturally common and when spoken of, people would obviously brush it aside. Plus, nobody liked to be up at 3 AM in the first place. There are those that are either stupid enough to believe this rumor or just simply, they’re bored insomniacs. After looking through different radio channels, on 3 AM, some have actually heard this radio show...
“It’s time for Netherworld Live!” A cheesy announcer voice would call out. The mastermind behind this radio station wasn’t at all human, but a Wild Pokemon acting on its own. The Kanto Radio Tower of Lavender Town was once the Pokemon Tower, the place where people once paid respect to their deceased Pokemon. In a matter of time, the Tower underwent a major renovation.

The graves of Pokemon were moved to the Soul House at the south end of town. The Ghost Pokemon, seeing as how the tower was no longer a suitable place to live, left for other places. There were a few that remained in the tower, unknowingly to most of the people that worked there. One of them happened to be a Dusknoir, who had strayed far away from its region.
This Dusknoir was naturally inquisitive of human technology. It had an arguably unique personality and curiosity for what a good amount of Pokemon probably wouldn’t so bother to understand. While the tower was no longer a breeding ground for Ghost Pokemon, this didn’t matter to the Dusknoir. In fact, this Radio Tower was far more interesting.
Using the inherent powers that Dusknoir possessed, he connected the Radio Tower with his own frequency. Since then, at 3 AM in the morning on random channels, Dusknoir can be heard playing with this power. He soon came to truly believe that he was a true talk show host. As this power became greater, more and more channels were tuned into Netherworld Live. The rumors were confirmed as truth when the show started airing beyond 3 AM, such as during mornings or afternoons.
The pure strangeness of this show, with Dusknoir talking with other Pokemon, actual spirits, and himself, strangely drew in people. However, with authorities now fully aware of his existence, Dusknoir had no choice but to go on a “world tour”, taking his show into various other cities as he wanted.
Playing around with both radio AND television, Dusknoir, who preferred to be known by his television personality name, Dust Specter, traveled from city to city. This Ghost Pokemon has clearly made a name for himself…
What brings this person to Diamond City?: Diamond City happened to be the next stop on his “world tour”.

But you’d be wrong! WRONG! I mean, this city has gone through A LOT. Invasion by egg-shaped dictators? Pig Men running around!? Floods!? A lizard attempting to steal the Chaos Emerald!? This city… Wow… This city is just… AB-SO-LUTELY CRAAAAAZY!!!
I can’t miss out on any of this action! I think I’d be the craziest to just skip it! HAH!

This is a way cool character concept. The only thing that jumps out at me is how short the personality section is-- only three paragraphs? It's not a problem for me personally, I think you have his personality covered pretty well with that and the example post, but that's something that couldn't hurt to expand on.
Overall, I'd hand this an approval, but see what Cammi says.
I agree with Cubey here. Just include an add-on to your app with what kind of personal interactions we should be expecting between Dusty and others in this dafthole! You have a great app here otherwise!

When interacting with others, Dust tends to stay more or less in character. The Dusknoir that soon became Dust Specter has willingly worn this mask. Considering how fun everything has been up until now, there's no need to really take it off. His true nature is of a man who has become very tired of his life and the boring nature of it. This man isn't as aggressive nor is he as cheerful as the persona he wears. The true, sad nature of Dust Specter has not quite been completely erased. The serious Dusknoir that had transformed into him still exists, but bringing it out would indeed take much effort.
He has no plan on ending this game that he has started. For the most part, everybody will only know "Dust Specter", the always cheerful, always ecstatic, and very much fun-loving host of "Netherworld Live". Whenever situations with others become "serious" or "boring", in his mind, he would rather avoid such problems altogether in order to continue this facade.
