2. Application needs two mod acceptance posts before the application is actually accepted. Usually the mods will get together if an app feels iffy, but if by rare case you get one acceptance and one rejection, then it's 2/3.
** In some events where the game is understaffed or we're working with unfamiliar canon, a volunteering player may be authorized for the second review.
