I think I would cast Eddie Izzard as the Doctor. He has the eccentricity of a true Doctor (much in a similar vein to Tom Baker) and has an air of unpredictablity  that is perfect for a Gallifreyan. He is also a superb actor, and I believe he would truly be able to pull off a momtenous task that is The Doctor.
