Khary is actually not responsible for this - at best guess, it's the Mansion. There's a party laid out in the main room - complete with a few balloons and several varieties of alcohol in varying potencies, but there is no one there. The Mansion, it seems, has supplied the materials. Everyone else just has to work out the guests.
