I think the PAP would have been able to swing more votes if they'd been impartial in (their majority) government and upgraded every estate instead of just the ones that had voted for them. If upgrading is such a major issue to the citizens, then I'd really be a lot more convinced that they would run the country for the good of all The People, rather than just those who support them.
I don't know much, and you probably can't take my comments very seriously as I've never had the opportunity to live in an HDB flat, and worse, I'm not even very sure where the subsidy for the upgrading comes from. But if it comes from The People (y'know, in the form of taxes), then shouldn't all The People have the benefit of upgrading?
