Being Delirium itself, Del has a certain amount of powers. She's not a god - she is older than all gods, despite being the youngest of the Endless.
She has her own realm, which is of course the realm of Delirium. Like her siblings, she knows a lot about any human she comes across - often their name and much else. She can drive them crazy, just as Dream manipulates dreams and Desire manipulates their emotions and what they think is 'love'. But Del often finds it hard to express herself, as she is an aspect of Delirium.
If your character is insane, then Del knows about them, at least a little bit. But she doesn't care if they're good, bad, neutral, whatever, that's not her job.
But don't upset her, or she might be tempted to try and send the character round the bend.
