In the short term, I'd call City Hall and find out what YOUR rights are - they shouldn't be able to change the rules overnight and you should be able to get a 60 or 90 day delay on their imposing (time will depend on the state you're in). If you're really moving in the next 2-3 mos, that should cover your issues.
