it's from the movie "My Science Project" which is an awesome 80s movie. The character Vince Latello was played by Fisher Stevens who was also in Short circuit and a lot of other stuff.

in Short Circuit he's Indian (dots, not feathers) and in My Science Project he's Italian. I could see him playing a Latino man as well.

He's in "The Brother from Another Planet", I think he plays a white guy, because he's doing magic tricks on the subway and then he's like, "Want to see me make all the white people disappear?" and then all the white people get off the train including him (before the train goes to Harlem).

man that's totally brilliant.

He was in that tv show Early Edition where the guy gets his newspaper the day before things happen so he can try to save the world. I think he plays a stock broker or something.
