It was time to pull her weight as the leader. Minako might not appreciate it, but Haruka was used to taking charge of the outer senshi, and since that group currently out numbered the inners, Haruka felt obligated to take the spot. She'd already informed the others of when and where. Now all she had to do was wait for them to show up.
Haruka had a feeling that similar meetings were happening elsewhere on the island, after the incident with the Bayfield guy, but the senshi had their own agenda. Usagi was no longer here but it was still impertinent to Haruka that the city be kept safe...its what Usagi would have wanted after all.
