Our observation of time is based on the rising and setting of the sun. Every other measure of time is a breakdown of that. If we were closer or further from the sun but still within the Goldilocks Zone, time would be different. It wouldn't be 24 hours around the sun. It may be 22 or 26. Everything else would be based off that. Even the length of an hour would possibly be different.
Second, time can literally change depending on how fast you're going. As you get closer to the speed of light, time slows down until it is virtually not moving. This is the basis behind FTL (faster than light) travel. You go faster than light and instantaneously end up at your destination, yet time has passed. Days usually, but you don't notice as you're going faster than light. It's sort of like the whole scene in Back To The Future when they send Einstein 1 minute into the future. To him, it seemed instant, but Marty and Doc Brown had to wait the minute.
This is all scientific and sci fi though. I know you're looking for more of a personal answer. :)
As I get older, time appears to move faster. This summer seems to have flown by, yet I clearly know that it's been over 3 months since i've been in school and only a week until i'm back. I think that what makes time seem to go by faster is people's schedules. Kids don't have as many responsibilities (if any at all), so they have no pressing need observe time. Once you have things to fill that time up, it seems to become nonexistent. There are never enough hours in some days to get everything done. Especially around finals week.
I feel that older people view time as passing more quickly because they have too much to do. This is generally the idea behind retirement as well. It's supposed to give you the last part of your life less stress and time occupying activities, or at least ones that you don't want (i.e. Work). I think a lot of people are just so used to rushing around and being busy that they can't fathom having time to themselves to do what they want for however long they have. It also doesn't help that a lot of people look fondly on the past and long for days of old because of good they were (at least appeared to be). Sally Jupiter from The Watchmen put it best, I think.
"Everyday the future grows a little bit darker, but the past just keeps getting brighter."
