Sugar paste toppers?

I am making my friend an array of ocean-themed cupcakes for her birthday. my idea is to make "waves" out of blue and white buttercream frosting and to use sea critter toppers. i found some on ebay that i absolutely adore, but they are rather pricey, and in australia. does anyone know where i might be able to buy something like these either online or in stores? i think ive seen some marzipan critters at cost plus but dont recall ocean ones.
