I think it's just an organizer thing. They want to able to compile statistics saying x # of Americans participated, y # of Germans, z # of Australians, etc. And they wouldn't want to deal with, say, how do we categorize Egyptian-born British citizens who currently live in France?
if you can wait until October, the guarantor policy becomes a lot more lenient (and, imho, much more sane) ... basically, after October any Canadian with a passport who's known you for more than two years can be your guarantor.

aww ... thanks. According to this list there's a place in Bethel and another in Norwich. Those might have something, but I can't say for sure as I haven't been.
It also looks like there's another place in Quincy called Sure Pinoy Oriental Mart (... man, I want to see some American expat grocery in Beijing called Totally Yankee Western Mall ...) Let me try that place and if I can't find something, I'll get back to you.
