What I ended up writing....
I've been thinking long and hard about this since last night. In the future, we will not be shoveling the driveway/parking area until after a state of snow emergency (parking ban, school closings) is called off. If the governor and mayor are both begging non-essential personnel to stay off the streets, there must be a good reason for it. I don't feel comfortable being partially responsible for a dangerous situation. I hope you can understand my stance on this.
