Joanna Newsom has a really obnoxious voice...but it's actually growing on me recently. she plays harp and i've always loved that instrument and i can't think of any other folk-rock muscians that use this instrument much. and her songs are quite lyrical and pretty if you can overlook the squeeky whiney little kid voice.
