Ned's a copper, so he doesn't see any reason to believe in too much. He believes that tomorrow might be better, but not if you sit and wait for it to happen. It's why he joined up, why he's been trying to change things. Because he believes, he does.
But not for a utopia. Not for a new mad leader. He can't believe in people much, can't believe in a person made rich off of those same people, made powerful by slightly less powerful people than he is. But things will change, and they need to change, and maybe even if tomorrow ends up worse than today, it's in a way that'll be easy to fix, to make better.
