Uh, I'm not entirely certain of where in the basement they found the first hole? But during the nurses invasion of the hospital Ace had a few people go down and check it out. They found a hole and Toph patched it up, to my knowledge.

However, there was apparently somewhere else they were seeping in from that they hadn't managed to patch yet. As far as I know.

Tres-mun found the second? Unless maybe I just got my wires crossed somewhere?

The office on the corner of Liddell Way and Lander Boulevard has been cleared out and turned into a law office for the lawyers to hang out in.

Can we get an idea of the starting condition of the apartments? Are they already furnished from the city's previous residents? Obviously, they're pretty run-down in general, I'm guessing, but I'd give my right arm for a brief explanation?

Yes, the apartments do have basic furnishings, like beds, tables, etc., but all of the smaller things have gone missing. They've been looted for anything valuable, but there's probably some cutlery and general kitchenware left behind. If there is food (which there won't be much of at all left in the apartments), anything perishable has gone very bad. There is a fridge and a stove, but they've rusted and might be flaky if you even have electricity to turn them on.
