Achieve this coloring in eight simple steps

using Photoshop 7

Pick out your image and crop it to 100x100 pixels (reddish hued images work best).
Next, you'll want to make your image is nice and bright. I duplicated mine twice, setting the first layer to screen and the next to soft light.
Merge all layers!

Create a new layer and fill it with 9BEDFF. Set it to soft light @ 100%

 >

Make another layer and fill it with 001C33. Set it to exclusion @ 100%

 >

Duplicate your exclusion layer once and set it to 50% opacity.

Now create a new layer BETWEEN THE EXCLUSION LAYERS. Fill it with DBEBFB and set it to burn @ 100% opacity.

Copy all of your layers (shft+ctrl+c) and paste it as a new layer. Set it to soft light @ 100%

Almost there!
Create a selective coloring layer with these settings:
YELLOW: -27 // -24 // -26 // 0
NEUTRALS: 7 // -5 // -9 // 0

Make one more selective coloring layer.
REDS: 22 // 4 // 4 // 24
YELLOWS: 100 // -10 // -32 // -37
BLACKS: 0 // 0 // 0 // 6

I then sharpened my icon once... this is, of course, optional. ^.^

That's it! Let me know what you thought, and I would love to see your results!
