In Paint Shop Pro 9

Select the image you would like to use. I choose this lovely image of Jonas Bjerre from the band Mew. ^.^
Resize and crop your image to 100x100 pixels.
Prep your image.
(If your image is dark, duplicate your base image & set it to screen until you are satisfied... etc. I believe I duplicated mine three times - the last layer was set at soft light to create more contrast)

Merge all layers.
This is what I've got:


Next, create a new Art Media layer.  Fill it with the color #f3dcf0 and set it to Soft Light at 100%.


Create another Art Media layer. Fill it with #e6f9e5 and set it to burn at 100%.


Create one more Art Media layer. This time, you'll fill it with #062b3e and set it to Exclusion. (I had my layer set at 62%, but PLEASE feel free to edit this to whatever you feel looks best for your image!)


Now, Copy all the layers (CTRL+Shift+C). Paste it as new layer and set it to soft light at 100%.


Add yet another Art Media layer. Fill it with #e8f3f5 and set it to burn at 100%


Merge all of your layers.
Looks pretty nasty so far, huh?

Now you will need to create Curves layer. (If you aren't sure how, go to Layers > New Adjustment Layer > Curves. Voila!)
Go to Red, click once, and put in these numbers: 32, 49
Now, change it to Blue and do the same with these numbers: 197, 207


Create an Art Media filled with white (#ffffff) and set it to color at 44%


Make another Art Media filled with #eaf2f4 - set it to burn @ 100%


Create ANOTHER Curves layer putting in these settings:
Red: 41, 32
Green: 38, 39
Blue: 48, 58


Almost there!
Make a new Art Media filled with #ffffff and set at color at 12%


Create one more Art Media layer and fill it with #e9f5f0. Set it to Burn at 42%


Merge all your layers. Feel free to sharpen and/or add text if you would like. (I sharpened my image several times... it was pretty blurry!)
