No Big Deal?

I am an office manager for a handful of of restaurants of a fast-food chain. It is my responsibility to not only make sure that the office runs smoothly but that the managers of said restaurants get everything they need. I work my ass off doing this. The problem is that I have no idea what she could be "getting back at me" about! We've always been polite to each other and all. I've mulled it over for quite a while and the only reason I could come up with was a very mild disagreement over her cell phone bill:

One of the perks to being a manger/assistant manager is getting a check for their cellphone bill. They hand me the check, I get it written up, have the owner sign it, then give it to 'em. She came in one morning demanding (politely) to know where her cellphone check was, because she was now a month behind on her cellphone bill. I told her that she never handed me a bill for last month, therefore I could not write her a check. She insisted (still in a polite manner, though I can tell she was upset) that she indeed handed me her bill for last month. Um, no. After extensive searching around in my desk, the files, and in the accounting program (effectively wasting my time), I confirmed that I never received another bill from her. She again insisted that she did and left. A few days later she informed me that she indeed had the missing cellphone bill and that I could just tack it onto the next bill. No apology or anything. Though I don't like people insinuating that I can't do my job, I didn't ask for an apology. Whatever. We still continued to be "polite" to each other. Really, though, to treat me like shit over a $40 cell phone bill? Does that justify not inviting someone to a wedding? She's gotten in much, much bigger scraps with the owner, who is 'this close' to firing her, yet the owner got an invitation (out of obligation, perhaps, 'cause she is the owner?). *is puzzled*

It obviously makes no sense, which is why I find it so disturbing.

People are...strange.
