I think... in Clark's defense, he was really thrown for a loop when he was able to hear her thoughts. I think he was often acting impulsively, for example, when he heard that she was going to spend a lonely night eating ice cream and watching Lifetime. I don't think he had really planned to ask her to dinner at all, he just did it as a reaction to hearing that she was lonely. And then at her thoughts regarding a date... he reactively made it a non-date. I don't think he intended to hurt her, he just... wasn't thinking things through.
By the end of the episode, he decided NOT to meet Lois at the truck rally and didn't tell her because he didn't want her to come back to work where she would be in danger. When she confronted him about it at Oliver's party, she'd already assumed that he stood her up to scoop her on the story. Clark just went along with her assumption because what was the alternative? I guess he could have told her part of the truth, that he didn't want her to be in danger.
But I really do understand why you were angry with Clark. I agree with most of the things you said regarding Chloe, Tess and Smallville Season 9 in general. Great review.
