Any River Rats?

Is anyone else having as much trouble getting the River Rat badge in Praetoria as I am? It always seems like one or two of the 19 spots you need to hit don't trigger, and it's not just the ones under the bridges that aren't going off. In the instance of the one I'm dealing with right now, only 4, the one just off the south end of Nova Praetoria is the only one I don't have. I've been swimming and flying back and forth over it for the better part of 10 minutes at this point.

Anyone else having problems with this badge? Or am I just "lucky"?
