You have a deductible that you pay for every medical procedure, with the government paying the remainder.
I don't believe it is the government's job to legislate private behaviour. However, we can all agree that there are several lifestyle choices which lend themselves to higher health-care costs in the future:
o Smoking anything;
o Recreational drug use;
o Obesity;
etc etc etc
If you partake in any "hazardous to your health and therefore you become more expensive to keep healthy" then your deductible goes up. If you go in for a physical, take a (VOLUNTARY) drug test, and you're in wicked good health then your deductible goes down.
