So about the accident, the guy hasn't gotten a estimate yet because his bike is custom and no one wants to guestimate how much that repair will cost. Joy. All I'm hearing is dollar signs. -_- Well despite that he assured me he felt the cost of paying him out of pocket would be cheaper than going through insurance. We'll see if that is true or not

That guy's story sounds suspicious and it sounds like he's trying to jack you up for money. He saw you like some upstate rube.
So if it is custom, I'm guessing he will be buying each piece on its own? So can't that provide a price tag? adding 1.99 + 2.99 + 3.99 = estimate...at least that is what i learned in elementary school.
If it is REALLLY custom...I'm guessing he bought the bike from some dealer like the orange county biker shop you had the hots for some years back. Only if that is the case can it be "custom" or if he has some connection to a metal welding shop. Otherwise he is just buying bike parts and upgrading the stock stuff in order to make it "custom".
Does that make sense? Because otherwise think of it like when you buy a "custom" Gibson guitar...what makes it "custom" is the fact that it has better pickups, perhaps a nicer shade of color and some decorations on the fretboard...all those things could be bought separately and thereby turn a "standard" gibson to a "custom".
Seems to me that the best option is to actually get an estimate from him (how is it your fault that no one wants to give HIM an estimate?).
All this might be taking too long anyway and you might just have to go through insurance...he just sounds really fishy...or maybe you are making him sound fishy...but i think the sea smell is coming from him.

Also he called me yesterday, as it turns out he's only asking for about $300. He selected the parts (he emailed me the prices and websites) and found someone to do the work for $50 a hour. I understand you feeling it was fishy and I felt that way too, but you never know if someone is scamming you until you get the price quotes. ^^;;
Also the officer on the scene got back to me, turns out I was right, if you hit anything illegally parked or not you get 100% of the fault.
