k so i was wondering about it and i went to the md state legislature website (yep i'm a dork, i know) and i decided to e-mail our district legislator and ask. so i did and he (actually a rep or whatever) wrote back:

Dear Laura,
Thank you for your email asking for a clarification of the new teen driving laws.
There are five new bills that go into effect on October 1, 2005. As a new driver, you will not be allowed to have non-family passengers for the first five months of your provisional license period and there will be no cell phone use while driving on a learner's permit or provisional license, unless it is to make a 911 emergency call. Also, if you violate the state's seat belt law or midnight to 5:00 am curfew while on a provisional license, the 18-month provisional period will begin again.
At this time, I cannot yet tell you whether HB 395 - Increased Practice Driving Time and SB 209 - Lengthen Learner's Permit Period, will apply to your particular situation. The Motor Vehicle Administration will be advising me very soon on how these two bills will be interpreted by the State. Feel free to check back with me in early September for a news update.
