Bottle bill questions

Please let me know if I'm wrong.

Currently the only things subject to deposit in MA are containers for carbonated beverages -- beer, soda, and seltzer.

The new bottle bill will include based on type of bottle, not type of beverage (except dairy and not alcoholic beverages except beer and malt.)

Here are my questions:

Why should a 30 ounce bottle of apple juice have a deposit, but not a 30 ounce bottle of wine?
Why should a 12 ounce bottle of orange juice have a deposit, but not a 12 ounce bottle of chocolate milk?

This feels like a regressive tax to me. Yes, I can afford to pay another dime for my bottles of juice and water when I bring snack to school. I do not feel comfortable saying this charge is no big deal for people in MA who are already making hard choices at the grocery store.
