The Master was released from police custody. Circumstantial evidence indicates that he was responsible for the--for what happened, but that apparently isn't enough to keep someone who ate five people away.

...There's Road, as well, but that's nothing new.

From what I know, his problem involved molecular instability and insanity. The police, however, suffered from a lack of evidence. He shouldn't be freed, no, but with nothing concrete to hold against him...

Not with absolute certainty, but the... we were able to match his teeth to the marks found on bones using x-rays. It's not enough. That's the problem with everything here--there's never enough information to do anything.

It might. As long as these people are out in the City, there's always the possibility of someone else getting hurt.
