barking mad

I have a dog who comes from a notoriously yappy breed, yet i have trained him to not bark at everything, and to only bark once or twice if he really feels the need.  It wasn't easy but I can't STAND yappy dogs!  So, now I have been listening to 3 dogs on 3 different balconies in 3 different buildings (the backs of the buildings are in the shape of a c around a grass area) barking at each other for almost  2 hours now.  My question is this:  WHERE THE HELL ARE THE OWNERS OF THESE DOGS????  How could they stand to listen to that for so long?  It's making me crazy and it's not on my balcony!  If it was my dog I would have kicked his ass by now!   Not to mention that there are only 11 apartments in the entire complex that are actually authorized to have a dog (I am one of them!) and I know that two of the three barking dogs are not supposed to even be here.... ARGH!
