Am I being too picky or is it the manager's fault?

So, for the last few weeks, I've been receiving emails from this NYU Orchestra manager. I was quite disturbed by her emails though. Her mass emails to the class is always in cap-lock, and she adjust her font to 20-34. Here is an example: (I copied and paste the actual email here)

REHEARSAL:

MON., OCT. 3, 2 - 5PM, SKIRBALL CENTER

You should tell her. But be respectful about it. Personally, if I had sent out an e-mail like this and people had a problem with the way I was doing things, I would want them to tell me. After all, an orchestra is a group of people working in ENSEMBLE (note my specific use of capitalizations in this text body), and it's difficult to work well with people you have problems with.

PS is there a horn player in the orchestra named Heather Robinson? She was one of my friends in high school. hahha hahaha h. I don't know if she's still in it though.

Very poor etiquette in any environment, especially for a professional. I hope she doesn't send e-mails to other professors like this! If she were in a corporate environment this would never stand!

It's ridiculous to receive weekly emails in this format. I wonder why none of the undergraduates complain? I need to do more research/gossip to find out more before I complain to her.
