So let me start by directing you to imashark's post on her thoughts about Supernatual Season 7 because while this is me babbling ad nauseum my own opinions about the show, it's all basically a long ass reply to her post.
Yeah there are already fics that support your theory about Levia!Cas. Many more to come, I'm sure.
As for the timeline thing, there was an episode in which Castiel sent Balthazar back in time to make sure the Titanic never sunk. 50,000 souls that weren't supposed to exist (all those people that weren't intended to survive's children and so forth) suddenly did. They did this because souls are energy so Cas wanted to use the power of those souls to defeat Raphael. But one of the Fates got pissed at Cas for messing with the timeline (and her job) so she said she would hunt the Winchesters and kill them and there was no way Cas could protect them 24/7. Cas immediately reverted the time line to the way it originally was.
The episode takes place in the alternate timeline (thus that timelines Dean and Sam) so we see how things in general seem better for them in that reality. ALSO there's a scene in which the boys summon Balthazar and he looks at Dean and says, "Oh I'm sorry. You must have me confused with that other angel. Ya know the one in the dirty trenchcoat who's in love with you."
