I'd wonder if maybe the other family had half-adopted him or something. If he's living in their yard/porch or even house for half the day, maybe they feel like they have an emotional claim on him too? Also, I'm pretty sure vet bills do not prove ownership; once the cat leaves your property he is technically a stray.
(If they've actually found him, then clearly the only solution is to place him inside a circle of people and ask him to come to the person he loves the best. Ha.)
Let me preface by saying I don't have a cat, I have two dogs.
Situations like this are exactly why I microchip my pets. If they escape or if a dispute is brought up much like the one you just stated the simple solution is to take the animal to a veterinarian and have them scan the chip for the owners info.
I hope your kitty comes home soon. If it makes you feel better my sister-in-laws cat disappeared for 4 months and then came home like nothing had happened.
