Update: Tension on the shifter cable was way loose it turns out. Tightened that up (for the 3rd time) and then adjusted the lower/upper limit screws (for the 100th time) and it works. I think I even managed to fix the original problem. Sifter cable now has duct tape on the end (how was I suppose to know the end cap would pull off with pliers!):P
Note to online tutorials: You are all useless when it comes to dérailleur adjustments!
Shake down ride tomorrow.
