Ned may have never fully regained the spring in his leg since that awful fall in King's Landing. He may still feel stiff in the neck when it's humid. He may feel his body getting slower, less flexible, but he is still a strong man in his prime, and he is (ever was) a man with enough spine to strive through obstacles.
That is probably why he is on his way to the stables - he hasn't ridden in a while, and riding out has always done him good. Mostly, though, he's out to get some exercise, take some fresh air, shake off some of the restlessness that comes with the end of winter. He's in a good mood, though: spring reminds him of his youth, and it's a wonder for him to see, even if it's not the first spring he sees at the Mansion.
He'll be exploring the grounds, the lakeside, the cliffs, venturing in the woods, even, if he has appropriate company. He hasn't planned anything in particular - then again, one's bound to stumble onto other residents in this place, so he may know that he will not want for company if he is willing to accept it.
