What could be more British than a bill of rights drawn up by Winston Churchill? Let's call it, I don't know, the European Convention on Human Rights.
Example here: The idea of creating a European Convention on Human Rights including a Court for its implementation was first formed at the Congress of Europe organised by the International Committee of the Movements for European Unity. It was presided over by Winston Churchill. During the negotations, the protection of property, the rights of parents to educate their children and the right to free elections were excluded from the original draft. Additionaly, Member States were permitted to formulate reservations. This implied that they themselves could determine the extent of their human rights obligations deriving from the Convention. The European Convention on Human Rights entered into force on 3 September 1953 after ten states had ratified the document.
