Why did it need mod approval?

Since it involved more than 3 characters and had potential world build implications, it should have been cleared by a mod. Also, I learned it is the mods stance to not use instances like this as potential plot points and clearing this with the mods would have clarified that it was not possible for that reason. I'm not even sure real world events like this necessarily happen in the CnC world.

Perhaps, to avoid things like this in the future, the mods might care to let us know what is actually going on in the world surrounding the city.

Meh. My opinions on this are pretty neutral beyond 'this was handled pretty poorly as far as the mods being on top of shit,' which is a point that seems to have been made by others already.

So the mods veto a plot because it's offensive as all hell, and the only thing some of you can do is passive-aggressively whine about the game's lacking world-build when there have been multiple opportunities to rectify that along the way and how it's SOOOOO HARD OMG to come up with your own plots that don't use a real-world disaster as a springboard?

This isn't directed at Brad, because Brad seems to actually get it, but what the hell is wrong with you people?

How is 'volunteering to help at a natural disaster' offensive?

Do you not see how using a tragedy that put 1/5th of a country underwater and displaced a countless number of people as inspiration for pretendy fun time games could be seen as a tiiiiiiny little bit tasteless?
