SUMMARY: Terry came back from the future. In the future, Tim was the Joker for a while because of that microchip that the Joker planted on him when he had him. Terry knows that the Joker has had Tim for at least a little while (in-city) and who knows about back home, which means that this Tim might also have been microchipped.
