And what must one do to warrant such punishment? I suppose you have all sorts of lovely rules governing your magic.

Generally? It's using one of the Unforgivable Curses. Torture, mind control, murder, that kind of thing.

Most other things, though, it's usually a warning and a fine. Sometimes a hearing or two.
