Or in the middle of a sudden blizzard. Or just blown around by a sudden gust of high wind. Whatever it is, it vanishes as soon as you get under cover again

[Susan looks kind of pissed off and snaps her fingers. She sort of... flickers, and suddenly is standing about a meter thataway, wearing a random jacket and clutching the front of her dress, which is torn all the way down the middle.]

[for Susan, and anyone sufficiently magical/weird-ass, time has suddenly stopped - the rain is hanging mid-air. Susan leaves a little wake in it when she walks.]
