I have no idea when this was implemented--I seem to recall reading their inactive userpic FAQ entry some months back and not seeing it there--but LJ will now delete any icons that are inactive for more than six months. This means if you have a journal that hasn't been paid for a while, it is probably a good idea to make sure you have the icons saved somewhere else! It will likely save you some tears down the road.

ETA HEISENBERG'S UPDATE DATES when Ash looks at the above page it says it was updated "2007-03-21 (magic_beans)"; when I look at it, it says "April 16th, 2010 (arie)". idk my bff lolj.
