Deliberate Obscurity

I hate legaslise and more so i hate legislation that primarily stikes passages and inserts new passages, but does not include the remainder of the section of law so as to render usless the reading of the legislation. I just read the 150 pages of health care reform. Now i have to hunt down the original laws to make sure I understand what they are amending. It is a stupid system that is deliberatly obscure. I have seen this on commitiee I have been on. It seems like a lot of time they want you to make decisions based on staff explainations and not on actually understanding the issue. I always want to read it for myself and make sure i understand before my name goes on anything....I wonder how any members of congress do the same?
