He's not surprised, or upset. Nu and him aren't very close, and it's been made clear he shouldn't be delving into the business of a lady this time. And maybe if he was sorry for this, he'd apologize, but there are some things he can't do - like leave a woman alone in the cold.
He'll have to fix that before he can make himself leave.
Nu!Noel's going to find his coat quickly settled over her shoulders, regardless of what she told him. It's far too long for her frame, but it's heavy and warm, and will keep the chill off]
Please keep it. Like I said, this isn't weather for a lady to be stuck in.
[One last smile, and he'll head for his house, hands stuck in his pockets.]

From behind, all she does is watch him head off into the distance, feeling a weird mix of surprise and appreciation. It's not like he even knows who he was actually talking to, but still...
When she's sure he won't suddenly turn back, she takes the coat and holds it closer to her--well, Nu's--form. She told him not to, but he gave it to her anyway.
Sanji's been warned by Nami to avoid Nu if possible, but seeing her freaking out through the plaza like something's chasing her...
He steps up, quelling the warnings in favor of approaching]
