Question about gluing a handle back on....

I have this beautiful Mikasa Italian Countryside tea cup and saucer set. Loved it. Coffee always tastes better out of a pretty tea cup.

Dad knocked the handle off, so I'm going to turn it into a pin cushion. I'll glue the cup to the saucer with epoxy, I think. I want it to be one piece, where I could put 'stuff' on the saucer, sort of like a trinket tray (but for the thimble or whatever.)

Darned thing is that I've not had much success gluing a handle back on, and getting it to stay. Since I'm making it a pincushion, I don't need to actually hold it by the handle anymore.

Does anyone have any suggestions? Is there something I should do to 'prep' the broken ends for glue?

All suggestions welcome.

I've already seen a "pin cushion in a tea cup" pattern on the internet, I just need to go study it for a bit.
