The implementation was simple enough, though it really was a rough estimation of the concept. The Void just placed a layer, like any decent graphics program, on top of what already existed. It was completely empty, but that wouldn't be a problem: if anyone somehow ended up there, they could just use whatever was on the layer beneath! After all, they were only on a slightly higher layer of existance.
This layer was where that part of a person that wasn't their physical body could go if it somehow ended up seperated from the rest of it. The people on the layer below couldn't see them or interact with them, unless they were just weird... but those on the new layer could certainly see them. However, there was a slight problem: souls, spirits, ghosts... that all seemed rather complicated, so for now the Void was completely ignoring them.
This actually left the new, spiritual layer somewhat useless for the time being. Until the Void finally decides what the non-physical part of a person is, it is just there, unless someone special has something they can do with it.
