It feels a little odd to be playing favourites in supporting flood victims. God knows there is need all over the place. But I've seen a lot of support for Queensland already, and I wanted to share the fandom love a little. How does that work? Can I ask for a fic and then donate to the Queensland floods myself? I have already done so, but I can donate again. Or do I have to go through you?

You'd need to bid in response to a fic offer at one of the help Queensland comms, and then donate again if you get the winning bid. There are several comms like qldfloodauction where you can bid for fic to support the Queensland cleanup. (I don't have a fic offer out for Queensland just now - as I say, the Brazil offer is the first one I've ever made.)
