Some do some don't. If they regret their offense, ask forgiveness and make a genuine effort to avoid letting it happen again then the answer is yes. People make mistakes and deserve the chance to prove that.
If they feel no remorse and believe their actions perfectly reasonable then they didn't accidentally cause offense, they chose to cause offense and in a similar situation will make the same choice again. In such a situation a second chance would be pointless.
There is a rare third case in which a second chance may be warranted. In a case where the person has learned that their previous choices were, in fact, mistakes and because of this revelation they feel remorse, ask forgiveness, and make an effort to avoid letting it happen again. This situation is rather rare and usually requires the person spend some time proving that they have changed before trust may be restored.
