Because Britain and Ireland share a land border (the Common Travel Area) and the historic links between the two countries, the immigration controls are relaxed and only photo ID is usually required (though if you fly into ROI from the UK you still need a passport)

The downside of this is it can catch out people who enter the UK via Ireland and need to prove the date they entered (i.e. those on a visa)

You only need the passport because Ryanair are asses who like to ignore the law and everyone else followed suit. Legally, you can fly without a passport, the photo id requirement is only so you can prove you are the name on the ticket.
