I expect that is why my payments stop in February instead of March, but indeed even with ten payments each one should have been around £92... oh well.

I have always kept the council up to date (within a month) of housemate status, and luckily I've only had two - Keir and Suzana, which reduced the hassle.

I've sent them a detailed email which I hope will get things fixed - if it doesn't I will simply cancel the direct debit and I will pay them at my leisure (February) because they've been taking my money at their leisure. I'll then set up a standing order for 2006-7 so they can't alter the amount.

I've noticed that this isn't the first time they've done the 'grab 3/4 of the tax bill in the first few months of the financial year' thing - I found a bill from 2003 dated August, and by that time they had already managed to snaffle £781 whilst deciding I owed £172.71 more. The thing is - that year my tax bill was £771 (£1028 * 0.75). One of the payments was listed as a 'Transfer' which probably means that it was an overpayment from the year before. I'll have to find all of my council tax bills and make a complete payment history I think.

I wish banks could set Direct Debit limits. E.g., "Accept if under £100, otherwise pay £100 only".
