The answer is why is simple, once government manages to acquire a new level of power over the people, it will fight tooth and nail to keep that power, no matter who is in charge. Even if they promised not to during the campaign, because promises are convenient to make, but not convenient to keep. It would take someone exceptional to voluntarily give up such additional government powers, and we have no such leaders right now.
