What is The Terminus?

The Terminus is a private network encrypted by Ukyou.

Who is in this private network?

Why, the members, of course. These are all people with darker intents and questionable natures. Villains are one way to describe them, but not everyone uses that term. Their ethics are generally skewed, and associating with any of them will likely only yield relationships where both sides seek to gain mutual advantage. Naturally, one has to play their cards correctly, or they'll find themselves used.

Who are the members?

That's a secret. Only the Moderator of the network knows for sure. Otherwise, your character only knows their pseudonym. When the Moderator invites a member into the network, they receive a second NV, and they can choose any alias that they would like. Each member can reveal their own identity and arrange meetings in person at their own discretion.

Ostensibly, that would be Ukyou, but since this is clearly on Caster's journal, she's the one pulling most of the strings. However, that's information left undisclosed.

If someone wants to become the Moderator instead, the majority must decide on it, but for now, Ukyou is seemingly the head of the network. (However, if your character doesn't trust him, they can stick to filtering individual entries to the other members, rather than the Moderator or the entire network.)

Who's invited?

Essentially, the objective of this post.

All villains, minions, and those with questionable intents are welcome. Most likely, Ukyou will be in charge of approaching any potential members, but it doesn't have to be in person. Perhaps one will receive a filtered post from The Moderator out of the blue to extend an invitation.

What's the purpose of this network?

It's a place for like-minded individuals to help one another. To put it another way, it's where the villains can share discussion, form alliances, and make deals, amongst other things.

Does your character have something that they want to sell? Go ahead and put it up for bid. You want to accept something other than money like, say, favors? That's perfectly acceptable. It's up to the bidder.

Does your character want to know if anyone has information on a certain, troublesome individual? Go ahead and ask. Maybe someone will know. Granted, they might wanted a price in exchange, but maybe you'll get lucky with someone generous. Just keep in mind that there's never a free lunch with these kinds of people.

Does your character need money, tools, or weapons? Just ask. You never know what you'll find, and Ukyou in particular is always willing to fund anyone's scheming.

These are only examples of how your character can use the network as they will. If they don't want to address the entire network, they also have complete liberty to contact the members individually.

How to Filter

Filtering an entry to the network is much like contacting another NV. For example:

The Rules

There are only two rules when it comes to using The Terminus.

1) Don't publicly reveal The Terminus.
2) Majority rules.

Regarding the first, it's inevitable that its name will have a mention somewhere, somehow. However, one should make an effort made to guard the other members' identities and, most importantly, access to the network itself. Otherwise, it wouldn't manage to serve its purpose as a private network very efficiently.

The second is mostly for major decisions such as the inclusion of a new member or the removal of one, as well as consequences for breaking the first rule.

Is membership the only option?

Not at all.

Think of The Terminus like an index. There are a list of members, and the Moderator can gladly recommend any of them for an indefinite contact. (Naturally, the members can decide whether or not they wish to be used for a recommendation.) The entire network won't be available to them, but they can have the Moderator pass on a message for them.

The members are simply trusted to keep the network as a secret. They have no other obligation, to the network or one another, and they can abandon The Terminus whenever they like. A non-member means that he/she is unreliable when it comes to keeping their lips sealed. Not that the others aren't a little bit shady, but they know better than to compromise a good thing. Or, at least, you can only hope so. With these kinds of people, you're always playing with fire, but that's the reason everyone has a pseudonym.

In the Event of a Compromise

If someone has learned how to filter to The Terminus, a member only needs to notify Ukyou, and he can alter the encryption.
