Random Thought:
I bet Hogwarts has some sort of campus-wide libido-suppressing spell on it. Not enough to keep students from getting romantically involved with each other, or even, apparently, enough to stop face-sucking, but probably enough to keep them from wanting to actually do the deed. It's what I would do if I was in charge of a school of teenage magicians.
